Paul Darby

Project Director

Paul leads the TPSA project, a 5-year, $12 million private sector development project focused on increasing Indonesian exports to Canada and encouraging Canadian investment into Indonesia.

Paul has served as Canadian Project Director on two major international development projects in the last 15 years. In addition to TPSA, he led the Evidence-based Economic Development Project (EBED), a 5-year, $9.2 million international development project.

Paul joined the Conference Board in 1985, and has assumed numerous roles of increasing importance since. He has been a member of the senior executive team at The Conference Board of Canada since 2003. Paul has a B.A. Economics from Carleton University and an M.A. in Economics from the University of Toronto.


Brenda Lafleur

Project Manager

Brenda Lafleur has been involved in several international projects. Her selected public policy research includes a major study on the individual and social costs of dropping out of high school, studies on the costs of low literacy to individuals and businesses, and recent reports on Canadian and global income inequality.

Ms. Lafleur began her career at the Conference Board doing economic modelling and forecasting. Before joining the Board, she worked at the federal Department of Finance and taught at Cape Breton University in Sydney, Nova Scotia. She holds a Master’s Degree in economics from Queen’s University in Kingston, Ontario.


Wenguo Cai

Senior Trade and Investment Expert

Wenguo Cai is currently serving as the senior trade expert for the TPSA project. In China, he was a trade negotiator in the Ministry of Foreign Trade and Economic Cooperation (now the Ministry of Commerce). After he moved to Canada in 1988, he worked at the Centre for Trade Policy and Law (CTPL) in Ottawa from 1991 to 2003. He joined The Conference Board of Canada in 2003. He holds an M.A. in Public Administration from Carleton University, Ottawa, Canada and an M.A. in Economics from Nankai University, Tianjin, China.


Alexandre Larouche-Maltais

Senior Trade and Investment Expert, International Programs

Alexandre Larouche-Maltais is in charge of providing technical assistance to target country small and medium-sized enterprises (SMEs) under the TPSA Project. In addition to taking part in policy and regulatory dialogues and study tours, he provides training on trade and investment to governmental officials and private sector representatives to build capacity on cross-border trade topics. Alexandre also conducts research on select trade and investment topics.

He holds a Master’s degree in International Law from the Graduate Institute of International and Development Studies, in Geneva, and a Bachelor’s Degree in International Relations and International Law from the Université du Québec à Montréal.


Tamara (Tammy) Winges

Financial Manager

Tamara (Tammy) Winges has overall responsibility for financial and contract management for the TPSA Project. This includes financial analysis and controllership, international banking, as well as establishing and enforcing financial guidelines that are consistent with project donor and Conference Board policies and practices.

Tammy’s career at the Board spans more than 25 years.  Prior to joining International Programs in 2011, she held numerous positions including Manager, IT Services, Senior Financial Administrator, Event and Meetings Coordinator, and various customer service roles.  Tammy has a background in Business Administration and holds a Master’s Certificate in Project Management.


Ananda Fadila

Project and Research Associate

Ananda Fadila joined the Board in November 2014 as the Project and Research Associate for TPSA. She conducts research on Canada’s trade with Indonesia to identify commodities that have potential in the Canadian market. She also writes on Canadian technical regulations, which aims to provide Indonesian exporters with information on Canadian regulations. In between research, she assists the team in preparing for various project events.

Prior to joining the Board, she worked alongside government agencies in Indonesia to coordinate capacity-building activities on standardization and accreditation under a EU-funded program aiming to improve Indonesia’s export quality infrastructure. She also collaborated with governments in ASEAN in developing, seeking funding for, and implementing capacity-building projects on regional security cooperation. Ananda holds a Bachelor degree in International Studies from International Pacific College in New Zealand.


Rita Lindayati

Senior Environment Expert

Rita Lindayati serves as a senior environmental expert for the TPSA Project, responsible for integrating environmental considerations into project objectives and activities. Rita has a long international environment and natural resource management career as both a researcher and practitioner.

Prior to joining The Conference Board of Canada in 2014, Rita worked as a consultant for government, private sector, and international development organizations. Her assignments have included design and implementation of community-based natural resource management projects, community-based climate change adaptation, sustainable livelihoods, community development and capacity building, and environmental impact assessment. Rita has a Bachelor’s degree in Agricultural Socio-Economics from Bogor Institute of Agriculture, Indonesia, an M.A. in Geography from University of Waterloo, Canada, and a PhD in Environmental Studies from York University, Toronto, Canada.


Lidia Kudaj

Financial Project Administrator

As Financial Project Administrator, Lidia Kudaj is responsible for the day to day administering of financial requirements for two large international research projects which demand attention to detail, accounting and bookkeeping skills, financial analysis and reporting skills. Lidia is in charge of reviewing and coding all payables, expenses, financial, and cash reports.

Prior to joining the Conference Board of Canada in 2016, Lidia worked in a variety of finance and accounting positions. She is a graduate of the Certified Management Accountant program and holds a Bachelor’s degree in Commerce, Major in Accountancy from Concordia University in Montreal, as well as a Master’s degree in International Relations and Foreign Trade from the University of Lodz, Poland.


Lota Bertulfo

Principal Gender Equality Expert

Lota Bertulfo is the TPSA Gender Equality Expert, responsible for further developing and ensuring the implementation of the TPSA project’s gender equality strategy by all project stakeholders to contribute towards achievement of gender equality results.

Lota has many years of international experience, including work in Bhutan, Fiji, Maldives, Pakistan, India, Indonesia and the Philippines. She also has worked on a Global Affairs Canada project in Indonesia, where she lived for six years and learned the language. Lota is originally from the Philippines, where she got an MA in Community (Social) Psychology from the Ateneo de Manila University.
